Why it needs a birth time
The horizon turns through all twelve signs in a day, so the Descendant changes roughly every two hours. Without an accurate birth time it can't be known, and Soul Atlas shows it as not available rather than guessing.
What the tradition reads in it
The Ascendant is often described as how you meet the world; the Descendant as what you seek to complete it. The 7th house covers marriage and committed partnership, but also business partners and open rivals: anyone you face one-to-one.
Modern astrologers often add that we can be drawn to Descendant qualities that we haven't yet owned in ourselves. Someone with a Leo Rising and Aquarius Descendant, for example, might value independence and friendship in a partner.
